Hour of Twilight is located in the Dragonblight, specifically near Wyrmrest Temple. In the dungeon, the Thrall goes to the Wyrmrest Temple to fight the Deathwing. The Twilight's Hammer cult is trying to stop you, and you must fight through their forces to reach the temple.
